Rule Ch-Ch-Changes


WA may need new law to allow old CD-01 residents to vote in special.

"A new state law may be required to ensure" the special election winner is seated in the House this year. Gov. Chris Gregoire (D) said on March 29 "she's exploring the need to pass a bill in the special session to resolve differences between state law and federal practices. The conflict centers on who gets to vote in the special election -- those living" in the old CD-01, as per House regulations, or the new, as according to WA state law.
"Gregoire is trying to figure out if the state can simply" use the old boundaries or whether legislation is needed.
"A special election would appear on the same ballots as this year's regularly scheduled primary and general elections." Elections officials "are concerned voters could be confused by seeing" two cong. contests on their ballots -- "and in some communities it would be two elections for the same" CD-01 seat.
"Gregoire said the state needs the seat filled as Congress will likely deal with several issues important" to WA in Dec. "including allowing residents a sales tax deduction on federal income tax returns" (Cornfield, Everett Herald, 3/30).
